“I agree with that strategy,” said the president. “I think the odds Arrington will cause us a problem are extremely remote. However, I want you to tap Witzel’s phone and use your contract assets to put a tail on Arrington. He’s not a problem now, but we need to know if he becomes one.”
“Yes, sir. We can do that, but I’d rate Arrington’s threat assessment as very low. He’s thrashing away for a needle in a haystack, and the haystack isn’t even on our farm, if I may use that analogy. Nothing indicates he’s on to anything remotely related to our plan. I mention this because surveillance comes with the risk of discovery, and should Arrington learn he’s being tailed, he might be motivated to stir up even more unwanted publicity.”
The president looked at the Secretary of State who nodded her head.
“Your point’s well taken, Michael, but I want him tailed, and I trust your resources are clever enough not to be spotted.”
“Yes, sir,”
