Culpepper and Barbara’s lucrative fraud began soon after they met when she was Avilya’s lobbyist and he was a senior contract officer. It started small, just a couple of inflated invoices Barbara submitted and Culpepper approved.
When Culpepper weaseled his way up in the Pentagon’s organization chart, the pair’s scams became more complex. They used a litany of schemes to defraud the taxpayers…overbilling, use of non-specification components, abuse of sole source/urgent need procurement, inflated change orders, illegitimate bid award scope-creep and illegal referral fees to shadow subcontractors.
Avilya prospered, and Culpepper and Barbara pocketed tens of millions of dollars, several million of which was illegally channeled to Washington’s most powerful politicians, including the president. In a culture wrought with corruption, Barbara Connor and Langston Culpepper were among the most corrupt.
Culpepper’s greed was insatiable, but money no longer motivated Barbara, and that was a problem. On the drive back to the Pentagon he contemplated how and when to broach his request. Of course, he couldn’t tell her truth, but he had a few weeks to think of something and he would.
