Linsora is not stupid by any means. She shows her great intelligence many times throughout the series, and in this case, she is showing her shrewd side by not playing her cards all at the same time. She needs the leverage of the historical books to get what she wants, and what she wants is something that she can only obtain through the power of the leaders on this foreign world. In book 4, she reaches out to use this power one last time, but for now, in book 2, she's testing the waters.
The Eyes of Tokorel
“I imagine you’re curious about Tokor’s books. There are three. I have one with me now. Another is on one of the ships in orbit. The third is still on Khizara. We don’t intend to hold the books hostage, but, as I’m sure you understand, we’re not about to play all our cards at once.”
